The difference is 'Do you like' is a yes or no question about your preference, while "do you like to" Can used to ask about a specific action example:
Do you like
"Do you like coffee?" You can answer with "yes, I do" or "no I don't"
Do you like to
"Would you like a biscuits with your coffee?" You can answer more specific "yes I would love to, it's very delicious" or "no, thank you..i would like to chose other's.."
In the quesion there's some words saying "eat" or "drinks" so the quesion is focus to they like it or not.

the correct answer for number 1 is B. "do you like milk?"
the correct answer for number 2 is B. "do you like sushi?"
